Minister for Energy (Power Division), Sardar Awais Ahmed Khan Leghari, has written to all Chief Ministers, the Prime Minister of Azad Jammu and Kashmir, and federal ministers, urging the prompt implementation of the Energy Conservation Building Code 2023 (ECBC-2023). This initiative aims to enhance energy efficiency, reduce wastage, and optimize energy utilization across the country.
In his letters, the Federal Minister highlighted the growing importance of energy conservation, particularly in the building sector, which is a significant contributor to energy consumption. He stressed that adopting ECBC-2023 is a vital step toward achieving sustainable development, addressing energy challenges, and reducing the economic burden of energy inefficiencies.
The Minister proposed a comprehensive two-pronged strategy to ensure the effective adoption of the Code. The first component involves revising existing building by-laws and regulations through collaboration with development authorities, building control bodies, municipalities, and local governments. These revisions would integrate ECBC-2023 requirements, ensuring that energy-efficient practices are embedded in all future construction and renovation projects.
The second aspect of the strategy focuses on embedding the ECBC-2023 into the Annual Development Programs for public sector infrastructure projects. This integration aims to ensure that energy-efficient design and construction practices become a standard feature in government-funded developments, setting a benchmark for the private sector.
The Federal Minister also underscored the economic and environmental benefits of adopting the ECBC-2023. He noted that energy-efficient buildings would result in significantly lower operational costs for businesses and households, contribute to reducing the national energy demand, and support Pakistan’s environmental sustainability goals by curbing carbon emissions.
Expressing optimism about the initiative, the Minister emphasized that implementing the ECBC-2023 would not only promote sustainable growth but also enhance the resilience of Pakistan’s energy sector. He urged all stakeholders to prioritize the adoption of the Code, ensuring its widespread implementation across the country.
