OGRA Cracks Down on Illegal Gas Decanting, CO2 Mixing, and Safety Violations

The Oil and Gas Regulatory Authority (OGRA) has taken strict action against illegal gas decanting, theft, and the hazardous practice of mixing carbon dioxide (CO2) with liquefied petroleum gas (LPG), along with other violations of safety regulations.

To address these issues, OGRA has deployed inspection teams to identify and penalize offenders in accordance with the law. Reports indicate that the mixing of CO2 with LPG has been detected in several areas of Sindh, including Khairpur Mirus, Ghotki, Pano Aqil, and Ranipur. Additionally, investigations uncovered the manufacturing of substandard LPG cylinders in Gujranwala at multiple sites.

In collaboration with local authorities, OGRA’s enforcement teams conducted raids at four locations in Sindh, sealing illegal operations and filing FIRs against those responsible. Furthermore, the teams launched investigations into fire incidents at LPG plants in Multan and Dera Ghazi Khan and took action against three illegal cylinder manufacturing units in Gujranwala.

During inspections at Thehri Pass Khairpur, Shah Hussain Bypass Khairpur, Nand National Highway Ranipur, and Ghotki, authorities discovered widespread gas theft, illegal decanting, and CO2 mixing, leading to immediate site closures and legal proceedings against the culprits.

OGRA has reaffirmed its commitment to eliminating such illegal activities and has formally requested Chief Secretaries, the Commissioner of Sukkur, and the Custom Collectorate to enforce stricter measures to prevent the unlawful sale of LPG.

Authorities have also warned that LPG is highly flammable, and mixing it with CO2 significantly increases safety risks, including equipment failures, environmental hazards, and potential explosions due to the higher pressure of CO2 compared to LPG.

OGRA remains determined to take all necessary legal actions to ensure public safety and maintain regulatory compliance in the LPG sector.
